چکیده
بیان مسئله: شهر هوشمند به‌عنوان یکی از پارادایم‌های مسلط در برنامه‌ریزی شهری معاصر، عمدتاً با تأکید بر ‏فناوری، داده و کارآمدی مدیریتی توسعه یافته است. این رویکرد در بسیاری از موارد به تقلیل شهر به مجموعه‌ای از ‏زیرساخت‌های دیجیتال انجامیده و ابعاد اجتماعی آن، به‌ویژه تفاوت‌های جنسیتی در تجربه زیسته شهروندان را به ‏حاشیه رانده است. در چنین شرایطی، فناوری نه‌تنها ابزاری خنثی نیست، بلکه می‌تواند در صورت بی‌توجهی به ‏تنوع اجتماعی، به بازتولید نابرابری‌های ساختاری در بسترهای دیجیتال منجر شود‎.‎
سؤال تحقیق‎:‎‏ پژوهش حاضر در پی پاسخ به این پرسش است که الگوهای حکمرانی شهری و رویکردهای ‏سیاستی نسبت به جنسیت چگونه بر طراحی شهر هوشمند اثر می‌گذارند؟ فرضیه اصلی آن است که نهادینه‌شدن ‏عدالت جنسیتی و سازوکارهای مشارکتی در حکمرانی شهری، زمینه‌ساز شکل‌گیری مدل‌های انسان‌محور، ‏مراقبت‌محور و عدالت‌محور شهر هوشمند است، در حالی‌که در الگوهای تکنوکراتیک و توسعه‌گرا، شهر هوشمند ‏عمدتاً در خدمت کارآمدی نهادی و رقابت‌پذیری اقتصادی قرار می‌گیرد‎.‎
هدف‎:‎‏ هدف این پژوهش، تبیین رابطه میان الگوهای حکمرانی شهری، سیاست‌های جنسیتی و منطق ‏به‌کارگیری فناوری در شهر هوشمند و تحلیل پیامدهای آن برای تحقق عدالت اجتماعی،کیفیت زندگی و فراگیری ‏شهری است‎.‎
روش تحقیق‎:‎‏ این پژوهش کیفی و با رویکرد توصیفی–تحلیلی و تطبیقی انجام شده است. با استفاده از روش ‏مطالعه موردی تطبیقی، داده‌ها از طریق مطالعات اسنادی گردآوری و با بهره‌گیری از تحلیل مضمون و مقایسه نظام‌مند ‏تحلیل شدند‎.‎
نتیجه‌گیری‎:‎‏ یافته‌ها نشان می‌دهد که شهر هوشمند پدیده‌ای اجتماعی–سیاسی و جنسیت‌مند است که در ‏بستر ساختارهای حکمرانی شکل می‌گیرد. در الگوهای رفاهی و مشارکتی، فناوری در خدمت ارتقای کیفیت زندگی، ‏عدالت فضایی، امنیت و مشارکت اجتماعی قرار گرفته و به شکل‌گیری شهرهای انسان‌محور و مراقبت‌محور انجامیده ‏است، در حالی که در الگوهای تکنوکراتیک و توسعه‌گرا، هوشمندسازی بیشتر معطوف به مدیریت داده و ‏رقابت‌پذیری اقتصادی است. همچنین، شکاف داده جنسیتی می‌تواند به بازتولید نابرابری‌ها در سامانه‌های هوشمند ‏منجر شود.

چکیده English

Abstract
Statement of the Problem:
The smart city, as one of the dominant paradigms in contemporary urban planning, has largely evolved ‎through an emphasis on technology, data, and managerial efficiency. In many cases, this approach has ‎reduced the city to a set of digital infrastructures while marginalizing its social dimensions, particularly ‎gender differences in citizens’ lived experiences. Under such conditions, technology is not merely a ‎neutral tool; rather, if social diversity is overlooked, it can contribute to the reproduction of structural ‎inequalities within digital urban systems.‎
Research Question:
This study seeks to answer the question of how urban governance patterns and gender-related policy ‎approaches influence the design and orientation of smart cities. The main hypothesis argues that the ‎institutionalization of gender justice and participatory mechanisms in urban governance fosters the ‎emergence of human-centered, care-oriented, and justice-oriented smart city models. In contrast, within ‎technocratic and developmentalist models, smart cities are primarily shaped around institutional ‎efficiency and economic competitiveness.‎
Objective:
The aim of this research is to explain the relationship between urban governance models, gender policies, ‎and the logic of technology implementation in smart cities, as well as to analyze their implications for ‎social justice, quality of urban life, and urban inclusiveness.‎
Methodology:
This research adopts a qualitative approach using descriptive-analytical and comparative methods. ‎Through a comparative case study framework, six cities with different governance models—Vienna, ‎Barcelona, Oslo, Umeå, Singapore, and Dubai—were selected. Data were collected through documentary ‎and policy-based sources and analyzed using thematic analysis and systematic comparison.‎
Conclusion:
The findings indicate that the smart city is not merely a technological phenomenon but a socio-political ‎and gendered construct shaped within specific governance structures. In welfare-oriented and ‎participatory models, technology is employed to enhance quality of life, spatial justice, security, and ‎social participation, leading to the formation of human-centered and care-oriented cities. By contrast, in ‎technocratic and developmentalist models, smart urbanization is primarily directed toward data ‎management and economic competitiveness. Moreover, the gender data gap may reproduce inequalities ‎within smart systems. Therefore, integrating gender considerations and strengthening participatory ‎governance are essential prerequisites for achieving an inclusive and equitable smart city.‎
