Comparative analysis of the role of landscape and planning approaches in improving the quality of residence in Iran (Case study: Mehr housing project)

Today, Mehr housing is grappling with a serious housing quality crisis, the roots of which should be sought in the planning system. The housing planning approach (the administrative approach) in Iran which is an imitation of the European modernism and has emerged in the form of comprehensive and detailed plans with a specific and atomistic attitude towards space, is regarded as the leading cause of this crisis. On the contrary, the landscape plan which has applied a holistic attitude towards housing, holds that the quality of housing is dependent on a spatial system that guarantees quality against perceptual-material criteria.
The present study seeks to compare the factors that affect the quality of residence in the two "planning" and "landscape" approaches and to discover the relationship between the afore-mentioned factors in the landscape and planning approaches in Iran.

The present study was an attempt to find a solution to the problem of residence quality in Mehr housing units through a comparative analysis of the theoretical foundations of "planning approach" (as the administrative approach ) and the landscape approach.
The present article falls into the category of qualitative studies based on the theoretical analysis of landscape and planning approaches as well as comparative analysis of the factors affecting quality of residence in them. The theoretical and comparative analyses are carried out through analogy and logical reasoning. The housing data collected from the literature are analyzed with respect to the afore-mentioned comparative factors.
The "planning approach" as the approach with an atomistic attitude towards factors affecting the quality in the residential spaces, has failed to bring about improvements in the quality of the environment. The landscape approach, however, as a "spatial system" with a "holistic attitude” has successfully met the needs of residents and has thereby improved the quality of residence.
