چکیده [English]

Electronic cities at the present time are developing rapidly in the world and providing multiple opportunities for life, work and entertainment of people. They provide a context in an information society for people to enter the third millennium and try new experiences in life. City electronization in Iran is a proposed issue for the concerned organizations and Iranian citizens as well. MANZAR journal in cooperation with Research and Planning Center of Tehran has proposed the electronic city as the subject of discussion. Therefore, three common questions were asked from the experts and the answers were categorized as bellow: - Regarding the essentiality of electronic city fulfillment in Iran and the vital need for planning and implementation of this concept in city, what are the first practical proceedings toward achieving an electronic city and what would the planning phases be? - What are the main challenges in creating an electronic city and municipality according to the essentiality of fulfilling the concept of electronic city? - What are the role of rules and regulations in achieving an electronic city and how do you assess them? A vivid reintroduction of electronic city in the municipality and common understanding of this concept by the responsible employees and determination of managers in implementing them are considered the first important proceedings that should be accentuated considerably. An accurate and realistic representation of the subject, arrangement of specified and accessible objectives and formulation of considered strategies as well as avoidance of dramatic and superficial actions are extensively required. Fulfillment of an electronic city will be a gradual, growing, dynamic and continues matter. Organizing infrastructural facilities and preparing institutional and administrative proceedings can prepare other departments to enter this field gradually and people can help providing its continuity by using it extensively. Putting city electronization first by the government would be the most influential solution. Reviewing and legislating with the aim of legal preparations for settling an electronic city system considering municipality issues and problems is quite necessary.
