Necessity of Electronic City Achievement

Abstract

Electronic cities are developing rapidly in the world and providing multiple opportunities for life, work and entertainment of people. They provide a context in an information society for people to enter the third millennium and experience new things in life. Although there is not much experience in national and international levels and the future life in these cities is not yet clear, we should admit that the young generation believe in it and will experience new adventures by the new tools of information and communication technology. Thus, studying its different aspects and preparation for its being accepted among people within the national norms is better to be arranged. The electronic city is created on the basis of information and communication technology and it is considered as one of the applications of this technology which is still developing. It has been almost three decades that the terms information Technology and Information and Communication Technology have been used widely and it has been estimated that about 95 percent of our daily our works would be affected directly or indirectly by 2015. The influence of this case in the third millennium is so rapid that there will be fundamental changes in the structures of cultural, economic, social and political structures and it is going to change the traditional foundations of society management enormously and finally introduce a new system of shared management. The extent of this influence had made the world governors and administrators held two important congresses in 2003 and 2005 in Geneva and Tunis in order to define the foundations of information technology and provide a work and principle plan for their information society and to be prepared for the further changes. Before the detailed and complex plan of electronic city has run, it is better to be knowledgeable about the preparedness level of the city for these kinds of projects. Electronic readiness show a city’s level of being prepared for using the information and communication technology and its applications such as electronic cities to achieve a global information society. In some cases, specially deprived and uneducated areas which are considered as the critical points in the society where people cannot associate with information and communication technology the readiness level is at its minimum rate. The five main elements in recognizing the level of electronic readiness and creating an electric city are: infrastructure, human resources, Municipal government's determination, laws and regulations, budget and finance.
